A boudoir perfume atomizer has rhinestones and gold filigree mounts and a cut crystal footed base.
We cannot get the atomizer pump to work, so this is decorative only, but the atomizer lifts out and the stem could be used as a wand. About 50 years old, size is 9" tall.
