Crowned Classical Antique 1890's Statue, Missing Arm, 17" Tall

An interesting classical statue of a woman wearing a crown dates from the 1890's, and is missing an arm.
Behind her are mysterious packages and possibly, the prow of a boat. This sculpture is cast "spelter" metal with and original dark bronze patina.
Size is 17" tall and 6 1/2" diameter at the base.
